WiFi Network Question for all you Experts!!! HELP?!?

1) I just bought an HP Laptop which has Windows 7 on it and has Norton Firewall and Antivirus. When I scoot my mouse over the “Network Internet Access” icon in the toolbar it shows a few people who have wireless internet networks in my apartment building. My question is this. My Internet has been really slow since I got the laptop last week. It originally started out fast but has slowed down the last few days. I have cable internet service and a modem hooked up to my laptop via an ethernet cable. Could someone be hijacking my internet service eventhough I don’t have a wireless network setup (at least not that I know of) and don’t have a router. I have Printer and File Sharing turned off. (if that even matters) How can I tell if this is what is happening to me.

2) Since getting my laptop the internet service has been pretty slow. I am tempted to hijack one of the wireless networks on my list of networks thru windows 7 from another tenant. If I do this, can they somehow hack into my pc and see what websites I am visiting and get banking info. and the like?

I ran this at regionals and I only ranked 38 out of 200. Only didn’t get my invite because of a stupid tie breaker … seriously we all tied with the same scores of 5:3… I’m sad and I want serious encouragement and criticism, if your just going to say “Oh yugioh is stupid, get a life” then how about you play the dang game and get a life because we duelists do have lives already you idiots! So freaking self indulgent i tell ya. Opinions and suggestions are well-welcomed here!

My deck is Kristya-Sworn and I know Lightsworns got hit badly but the only reason I lost those 3 matches were only because of my opponent’s top decks purely and it’s a long story if i were to explain the plays and how they happened.
